The 2017 Interim Meeting of the AMA House of Delegates (HOD) was held at the Hawaii Convention Center in Honolulu, HI from November 10 through November 14. 2018 marks the 25th anniversary of the Academy of Physicians in Clinical Research (APCR). APCR was founded in 1993 as the American Academy of Pharmaceutical Physicians by doctors employed at research-based pharmaceutical companies. A seat in the American Medical Association (AMA) House of Delegates is AMA’s recognition that a specialty society represents a field of medicine with scientific validity. A place in “the House of Medicine” was an early goal for APCR. Delegate status gives the society a voice in healthcare policy. APCR achieved delegate status in 2002 — nine years after it was founded and only one year longer than the minimum required time.

The Annual Meeting of the American Medical Association (AMA) House of Delegates (HOD) was held at the Hyatt Regency Chicago Hotel in Chicago, IL from June 10 through June 14. As usual, resolutions and reports regarding pharmaceuticals and medical devices were a significant part of the meeting agenda. Among more than 120 national medical specialty societies (and more than 50 state and territorial medical societies) represented in the AMA House of Delegates our Academy of Physicians in Clinical Research (APCR) remains the only one for which pharmaceutical and medical device research is the primary focus.

AMA House of Delegates 2016 Meeting

Chicago, IL June 11 through June 15, 2016

APCR Secretary Peter Rheinstein, MD, JD attended the AMA Annual meeting of the House of Delegates as the delegate for APCR. The meeting was in Chicago starting June 11 and concluding June 15. The majority of the issues discussed did not directly affect physicians in clinical research.

One topic of particular interest to APCR was the AMA Board of Trustees (BOT) Report 23 - Removing Financial Barriers to Participation in Clinical Trials for Medicare Beneficiaries and H.R. 6, 21st Century Cures Act. This Report was extracted for discussion as the last item of business in Reference Committee B and extracted again by the Speakers for discussion shortly before the close of the meeting on Wednesday morning. BOT Report 23 was an Informational Report setting forth the new AMA Policy crafted by the AMA Board of Trustees in response to Resolutions introduced by APCR and the Georgia Delegation at last November’s meeting of the House of Delegates. Informational Reports normally are accepted for filing without discussion by the House of Delegates. Dr. Rheinstein stood by the microphone, but in the end, the report received no discussion on the floor of the House of Delegates and our requested language is now official AMA policy. The annotated Reference Committee reports (showing changes made on the floor of the House of Delegates) have been posted to the AMA website.

AMA House of Delegates 2015 Meetings

As a member of the American Medical Association’s (AMA) House of Delegates, APCR appoints one delegate to represent the Academy before the House. APCR may introduce resolutions to be debated and voted on by the House. These resolutions form the foundation of the AMA’s policy and dictate its actions.
